Talia is not a software company with a trading sideline, nor a trading company with an IT department. The four lines are staffed, scoped and contracted as equals, which is what makes it possible to place a build and a supply order under one agreement.

The integration is the visible half. The layer under it is what decides whether the system is still running in its second year, and whether someone other than us can run it.

Missions and institutions

Diplomatic missions and comparable institutions buy under procurement rules, from suppliers whose entity, scope and terms are legible before a conversation starts. Everything on this site is written to be read that way.

Talia works with missions on two fronts: the infrastructure the office runs on, and the equipment and supplies it needs to operate. Both are contracted the same way as any commercial engagement — written scope, quotation, purchase order, documented delivery.

Sourcing and supply, documented end to end

Talia sources and supplies technology products, professional equipment and business supplies through established commercial channels. We buy, we sell, and we take responsibility for the order in between.

Every engagement produces a document trail: a written specification, a quotation, a purchase order, and shipping records. Buyers know what they are getting and suppliers know who they are dealing with.

Four commitments we can be held to

Clarity
Scope, price and responsibilities are written down before work starts. If something falls outside what Talia does, we say so rather than absorb it quietly.
Execution
A short path from decision to working result. We would rather put a small system into production than keep a large one in planning.
Reliability
Systems and supply relationships that hold up past the first month. We build and buy for the second year of use, not the first demonstration.
International reach
We work across time zones, currencies and jurisdictions, and we handle the coordination and documentation that cross-border business requires.

Outside our scope

Knowing where a supplier stops is worth as much as knowing where it starts. These are the things Talia will decline, and saying so here saves both sides a meeting.

  • Consular and identity systems

    We do not build visa, consular case or civil registry systems, and we do not process or store identity documents on behalf of an issuing authority.

  • Controlled and restricted goods

    Lawful commercial goods only. We do not source or ship weapons, munitions, dual-use controlled items or anything requiring an export licence we do not hold.

  • Offices we do not have

    We claim no staff or premises in markets where we have none. Where local presence is required, we say so and decline rather than subcontract it quietly.

  • Work without a written scope

    We do not start on a verbal brief or an open-ended retainer. If the scope cannot be written down, it is not ready to be priced.

Talia is registered in Wyoming and works with businesses and institutions in the United States and abroad. Engagements are contracted in English and, where a client requires it, under United States law.

Every crossing produces the same four documents. Talia raises them and keeps the set together, which is the part that goes wrong when a buyer and a shipper are separate counterparties.
